Credentialing is the process of meeting specific professional and technical standards for certain occupations. The credential is a license or certificate and is usually obtained through successful completion of an exam, series of examinations or other official verification of competency.
The Army Credentialing Program is an element of the Military Life Cycle Model that encourages Soldiers to capitalize on training and development opportunities throughout their military careers so that they can grow and develop as Soldiers capable of serving our Nation (Army Directive 2015-12).
Every Army Military Occupational Specialty (MOS) has a variety of credentials appropriate for military members assigned to the primary and secondary MOS.
Army Aviation Soldiers of the Active, Guard and Reserve components, less IRR, may be afforded the opportunity to obtain funding for course-work, credentialing examinations, renewals, maintenance fees, and other mandatory examination administrative fees; herein referred to as professional credentialing expenses. Payment of professional credentialing expenses will be authorized if the preponderance of the Soldier’s current or any previously held assigned duties are covered by the credential, the Soldier meets all eligibility criteria to include the credentialing vendor’s certification requirements, and the desired credential has been identified as Aviation Branch funded.
There are eligibility requirements as well as funding restrictions.

Each military member must be validated by their commander/1SG to ensure eligibility IAW USAACE PAM 600-4. The commander/1SG signs the USAACE Form 10E (Funding Request Form) prior to submission to the Credentialing Office.
To request funding, the completed/signed USAACE Form 10E must be submitted to the Credentialing Office along with a cost estimate from the licensing agency.
Soldiers must not schedule, pay for or complete any credentialing/licensing examinations before first contacting the USAACE Credentialing Office to request funding using the USAACE Form 10E.
All Soldiers should consult the Army Credentialing On-Line (COOL) website at www.cool.army.mil or Army Career Tracker to determine which credentials are approved based on each military occupational specialty. All starred credentials are funded by the USAACE Credentialing Program.
