James Michael Black is the Director of Contracting for the Mission and Installation Contracting Command – Fort Rucker and serves as the senior advisor to commanders and other key officials on all aspect of contracting and is responsible for planning, managing, and executing a comprehensive contracting and acquisition program to meet the needs of installation garrison, installation tenant activities, and other units assigned. Prior to assumption of these duties, Black served as Army Contracting Command - Redstone Arsenal’s Internal Compliance and Audit Review Team Lead, supporting and providing technical guidance to Directors and Contracting Officers toward direct accomplishment of assigned tasks. He advised and briefed all levels of ACC leadership on matters relating to external and internal contract compliance, audit matters and training for a Center of nearly 900 personnel with a business portfolio valued at $16 billion annually.
Black retired from active duty June 1, 2014 in the grade of Senior Master Sergeant. He is a combat veteran with a diverse background including various duties and leadership responsibilities at the squadron, Numbered Air Force, and Major Command-level with extensive demonstrated performance in contract negotiations with international contractors and agencies supporting humanitarian and contingency operations ranging from Asia, the Pacific Rim, Gulf Cooperation Council Arab states and Europe. As a Contracting Officer, he has worked on projects ranging from micro-purchases to multi-million dollar contracts and sub-contracts of all types and complexities.
Additionally, Black has also enjoyed teaching as an independent consultant and subcontractor in the disciplines of Contract Management, as well as an adjunct instructor in the disciplines of Strategic Management and Operations and Production Management for Professional Aeronautics and lecturing at professional events on the subjects of Leadership, Management, Mentoring and Workforce Development.
