Director, TCM-LIFT

Col. Mark S. Levine was born and raised in Miami, Florida. He attended Florida State University and was commissioned as an ROTC Distinguished Military Graduate in 1991. Levine recently commanded Joint Task Force ODIN, the Intelligence Brigade in Afghanistan. He is a Distinguished Graduate of the U.S. Army War College class of 2014 and previously served as director, Air Maneuver Battle Lab, Fort Rucker, Alabama; battalion commander, 3rd Military Intelligence Battalion (Aerial Exploitation), Camp Humphreys, Republic of Korea; deputy chief of operations and chief of operations for the Office of Target... TRADOC Capability Manager for Lift performs as the Army's centralized manager for all combat development user activities associated with current and future cargo, utility and fixed wing Aviation platforms and associated mission equipment and weapons systems. TCM-LIFT monitors organizational issues for units employing lift capabilities and implements or recommends corrective action. TCM-LIFT is the user advocate and counterpart to cargo helicopter, utility helicopter and non-standard rotary wing aircraft and Aviation systems project managers.

TCM-LIFT is responsible for duties as outlined in TRADOC regulation 71-12, TRADOC System Management. They are assisted by appropriate proponents and ensure associated deliverables are developed along timelines to meet Army milestones.

TCM-LIFT manages all facets of user activities and must ultimately ensure all domains of Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel and Facilities are synchronized with the fielding of assigned capabilities.
